بین الاقوامی تنظیم


الاقوامی تنظیم، کم از کم تین ریاستوں سے رکنیت حاصل کرنے والا ادارہ، کئی ریاستوں میں سرگرمیاں ہیں اور جن کے ارکان کو ایک باضابطہ معاہدے کے ذریعے اکٹھا رکھا جاتا ہے۔ یونین آف انٹرنیشنل ایسوسی ایشنز، ایک مربوط ادارہ، 250 سے زائد بین الاقوامی سرکاری تنظیموں (آئی جی اوز) کے درمیان فرق کرتی ہے، جو بین الحکومتی معاہدوں کے ذریعے قائم کی گئی ہیں اور جن کے ارکان ریاستیں ہیں اور تقریبا 6,000 غیر سرکاری تنظیمیں۔

آئی جی اوز کا حجم تین ارکان سے لے کر 185 (مثلا اقوام متحدہ [اقوام متحدہ]) تک ہوتا ہے اور ان کی جغرافیائی نمائندگی ایک عالمی خطے (مثلا امریکی ریاستوں کی تنظیم) سے لے کر تمام خطوں (مثلا بین الاقوامی مالیاتی فنڈ) تک مختلف ہوتی ہے۔ جبکہ کچھ آئی جی اوز کو ایک ہی مقصد (مثلا عالمی دانشورانہ ملکیت تنظیم) کے حصول کے لئے ڈیزائن کیا گیا ہے، دیگر کو متعدد کاموں (مثلا شمالی بحر اوقیانوس معاہدے کی تنظیم) کے لئے تیار کیا گیا ہے۔

 

بین الاقوامی تنظیمیں بہت سے متنوع کاموں کی خدمت کرتی ہیں جن میں معلومات اکٹھا کرنا اور نگرانی کے رجحانات (جیسے عالمی موسمیاتی تنظیم)، خدمات اور امداد کی فراہمی (جیسے عالمی ادارہ صحت) اور سودے بازی کے لئے فورم فراہم کرنا (جیسے یورپی یونین) اور تنازعات کو حل کرنا (جیسے عالمی تجارتی تنظیم)۔ سیاسی ادارے فراہم کرکے جن کے ذریعے ریاستیں مشترکہ مقاصد کے حصول کے لئے مل کر کام کر سکیں،

اگرچہ زیادہ تر بین الاقوامی تنظیموں کی روزانہ کی کارروائیوں کا انتظام خصوصی بین الاقوامی بیوروکریسی کرتی ہے لیکن حتمی اختیار ریاستی اراکین پر منحصر ہے۔ آئی جی اوز اکثر دیگر تنظیموں بشمول این جی اوز (مثلا گرین پیس اور ایمنسٹی انٹرنیشنل) کے ساتھ مل کر کام کرتی ہیں جو ان کے آئی جی او ہم منصبوں کی طرح بہت سے کاموں میں خدمات انجام دیتی ہیں اور عوامی حمایت کو متحرک کرنے، بین الاقوامی امداد کی تاثیر کی نگرانی اور معلومات اور مہارت فراہم کرنے کے لئے خاص طور پر مفید ہیں-
